LCAP Reflections Summary

In reflecting on the 2023-2024 school and the California School Dashboard data for the 2022-2023 school year, PRJUSD has a variety of focused areas for improvement in our upcoming LCAP plan. For the LEA as a whole, PRJUSD had red dashboard indicators in the following areas:

  • ELA- English Learners, Foster Youth, and Homeless 
  • Math- English Learners, Foster Youth, and Students with Disabilities 
  • Chronic Absenteeism- Foster Youth 
  • Graduation Rate- Students with Disabilities, English Learners, Homeless 
  • Suspension- African American students and
  • College and Career Readiness- English Learners, Homeless, and Students with Disabilities 

Based on the performance of these student groups, we have designed targeted supports in our three-year LCAP to adjust these areas of deficiency and improve our support and outcomes for these student groups. 


At the site level, we identified the following areas, by site, in which a student group performed in the red on the CA School Dashboard: 

  • Pat Butler Elementary School- ELA; English Learners, Students with Disabilities 
  • Virginia Peterson Elementary School- ELA: Students with Disabilities 
  • Glen Speck Elementary School- Chronic Absenteeism: Socio-economically Disadvantaged, White 
  • Flamson Middle School - Math: English Learners, Hispanic, Socioeconomically Disadvantaged, and Students with Disabilities Chronic Absenteeism: Homeless 
  • Lewis Middle School - ELA: English Learners, Hispanic Math: Students with Disabilities Chronic Absenteeism: Socioeconomically Disadvantaged, Students with Disabilities, White 
  • Liberty High School - Graduation: English Learners College and Career Indicator: English Learners, Hispanic, Socioeconomically Disadvantaged 
  • Paso Robles High School - Graduation: Students with Disabilities Suspension - English Learners, Hispanic, 2+ Races College and Career Readiness: English Learners, Students with Disabilities

Lastly, the following schools demonstrated performance in the red for the following dashboard indicators: 

  • Pat Butler Elementary School - English Learner Progress Indicator 
  • Virginia Peterson Elementary School- English Learner Progress Indicator 
  • Glen Speck Elementary School- Chronic Absenteeism 
  • Lewis Middle School - English Learner Progress Indicator Chronic Absenteeism Suspension 
  • Independence High School - College and Career Indicator
  • Liberty High School - College and Career Indicator 

Based upon the performance listed above, we have designed targeted supports in our three-year LCAP to adjust these areas of deficiency and improve our support and outcomes for these schools in these indicator areas. 

The iReady diagnostic was given three times during the 2023-2024 school year in kindergarten through fifth grade in both English language arts and mathematics. The program conducts assessments to identify students' strengths and areas for improvement, helping teachers tailor instruction effectively.


In the Fall of 2023, across the district, 25% of students in grades K-5 were early on, at, or above grade level. In Spring 2024, 51% of students were in these performance bands. 


In Fall 2023, 10% of students in grades K-5 were early on, at, or above grade level in mathematics. Spring math iReady results indicated that 40% of students were proficient in math. 


In grades 6-10, NWEA MAP was the assessment used to determine student performance in ELA and math. Not all students participated in this assessment as PRJUSD was piloting two new assessment platforms. 


In Fall 2023, 37% of students were at or above grade level in English language arts. In Spring 2024, 36% of students were in the same proficiency levels. 


In Fall 2023, 32% of students assessed in mathematics were at or above grade level. In Spring 2024, 38% of students were at or above grade level.

CAASPP data for 3rd-6th grade ELA indicated that 40% of students met standards in ELA and 33% met standards in mathematics. In 7th-11th grade, 41% met standards in ELA and 30% met standards in mathematics.


Additionally, parent surveys indicate an increased focus in academics, particularly mathematics at the elementary, middle and high school levels. Our LCAP this year provides increased emphasis and support to the academic realms with a focus on college and career readiness, mathematics, and support of our English Learners across content areas.
